for the united states I would say somewhere between 4-6% has been considered normal and somewhat healthy.



it varies country by country as well, depending on the local economy as well as other factors.



for that matter, it also varies state by state, and Detroit has a higher number than say Texas where the local economies are very different.



i hope i answered your question, but for the US overall I would say 5-6%.
