it is a rate/percentage of currently how many people do not have jobs...



can rates be negative..answer yes...



but first of all...



why are they positive??



well...as long as a single person is unemployed...i can assure you that that number is positive...



and if every person has a job, then the rate of unemployment becomes zero...



now...IDEALLY, what if there were too many jobs and too few people...



IF THIS IS POSSIBLE...



but note - this is rate of UNEMPLOYMENT...



so if you get a negative number...



then that wouldn%26#039;t be %26quot;UNEMPLOYMENT%26quot; wouldn%26#039;t it???



it contradicts...
